Scope and content The bulk of the collection concerns the L. B. Jenkins Tobacco Company, Inc., of Kinston, N.C. Company papers include bills and receipts, inventories, invoices, and shipping papers. Tobacco ledgers pertain primarily to L. B. Jenkins Company, Inc., and to L. P. Tapp Company. Correspondence with foreign tobacco buyers reflects post-World War II tobacco business with foreign countries under the Marshall Plan and to a lesser degree the tobacco business in the years immediately prior to and during World War II. Letters also reflect the general crop conditions in eastern North Carolina as they relate to weather and prices. Other tobacco business papers concern the Flue-Cured Tobacco Stabilizations Corporation, New Carolina Warehouse, Growers Tobacco Warehouse, Tapp's Warehouse, and Independent Tobacco Warehouse. Items relating to Senator Tapp's years in the state government include budget memos and requests, official election votes, directories of state and county officials, General Assembly bills, telegrams, reports, and correspondence from constituents, which concerns African American education, the Eastern North Carolina Training School for Boys, a state-owned broadcasting station, issues in Carteret County, and Confederate widows' pensions. Other correspondence concerns the operation of the Caswell Training School.

Biographical noteLuther Phillips Tapp (1868-1931) and his son-in-law Lee Bryant Jenkins (1889-1954) owned L. B. Jenkins Tobacco Company, Inc. of Kinston, N.C., which was affiliated with the Universal Leaf Tobacco Company from 1930-1949. In addition to his business partnership with Tapp, Jenkins built New Carolina Warehouse in Kinston, incorporated the Independent Tobacco Export Company, and had tobacco interests in Kentucky and Greenville, Tenn., where he set up the Burley Suppliers Corp. Tapp was Chairman of the Board of Directors of Caswell Training School in Kinston and served four consecutive terms in the North Carolina State Senate.
